When a Planeswalker enters the battlefield, can I bolt it before it uses loyal abilities?

SO Liliana of the Veil comes into play, I wanna kill her before she makes us discard, I have a Lightning Bolt in hand, which, unlike liliana, is instant speed, however, i've somehow gotten into my head that a planeswalker always have priority when it enters the battlefield, is that true?

I beleive that since you do not have priority, you cannot do it before they cast or activate a spell or ability or move to a different phase

The other player is able to activate loyalty abilities before you can kill it as the player who has the planeswalker has priority.

unless something is on the stack or it is a period of the turn in which you have priority, you cannot cast an instant

@TheRedDude: There's no "or." You can't cast a spell or activate an ability if you don't have priority. There are times at which you're unable to cast an instant even if there are objects on the stack.

To OP: Remember that the active player (the player whose turn it is) always has priority after a spell or ability resolves.
