What would happen if multiple people had it that betrays and somebody sacrificed something?

Who would gain control of the sacrificed permanent? Would nothing happen?
Who would get the permanent depends on whose turn it is and where each player is in the turn order. It That Betrays ability is triggered whenever an opponent sacrifices a permanent. If it is just 2 players and they both have It That Betrays , each player can only gain control of permanents the opponent sacrifices so there will be no conflict.
Now for a more complicated multiplayer scenario:
Lets assume there are 3 players. The turn order goes like this: Player A, then Player B and then Player C
It is Player A's turn and he controls a Grizzly Bears . Players B and C each have an It That Betrays on the battlefield. An effect causes Player A to sacrifice Grizzly Bears . Since Player B is the next player in turn order, his It That Betrays trigger will go on the stack first. Then, Player C's trigger will go on the stack on top of Player B's trigger. When the stack begins to resolve it starts from the top moving down. That means Player C's trigger will resolve first taking the Grizzly Bears from the graveyard and placing it under his control. Then Player B's trigger starts to resolve and finds that there is no Grizzly Bears to return to play. Therefore, in this scenario Player C will gain control of the Grizzly Bears .

Abilities that all trigger at the same time are put on the stack in APNAP order. So starting with the AP, everyone puts their ITB's ability on the stack, and then they resolve. The person who put theirs on the stack last would return the permanent under their control, and all the other abilities would do nothing when they resolve.
