You are allowed as many basic lands in your deck as you want, including snow-covered basic lands like Snow-Covered Swamp .
In terms of what sets are legal, all of them are. However, there are some legendary creatures that are banned from being commanders (like Braids, Cabal Minion ) and some cards that are banned outright due to power (like Griselbrand ). The full list is in the link below.

Side note: some of the alpha and beta cards are STUPID expensive. You would turn a tidy profit by selling some of the more pricey alpha and beta cards, even if you replaced them with the revised set versions.

FYI, the official banned list for EDH/Commander can always be found at MTGCommander.Net. They're the ones actually in charge of the format, and Wizards of the Coast follows their lead on decisions regarding rulings and bannings.

All sets are legal aside from the un sets and even sometimes they're ok to use, EDH is a casual format, any of the banned lists you see are generally suggestions as those cards have been deemed a tad bit too oppressive.
As for how many snow lands you can have, you can have only 1 copy of the duals and as many of the basic snow lands as you want since they are basic lands.
