What resolves first when casting Genesis Hydra?

When I cast Genesis Hydra does the permanent I pull resolve before hydra? If I have Temur Ascendancy out and I play a creature w/ 4 power do I draw a card before I shuffle the cards revealed back into my deck?

All triggered abilities use the stack to resolve, just like a spell or activated ability. Triggered abilities are generated when their conditions are met, but don't go on the stack until players receive priority again.

So yes, Genesis Hydra 's triggered ability will resolve before the Hydra spell itself does. No player has priority while an object on the stack is resolving, so your Temur Ascendancy trigger will have to wait until the Hydra's ability is done resolving before it goes on the stack.
