Cards do only what they say, no more, and no less.
Dramatic Reversal says "Untap all nonland permanents you control." This means that, when it resolves, it untaps any creature, artifact, enchantment, or planeswalker you control at that moment that is not also a land. It doesn't do anything else.

It also untaps any typeless permanent you might control, in the rare case of you controlling a typeless permanent.

Dramatic Reversal
What Dramatic Reversal does is untap all nonland permanents you control. What it doesn't do is a rather long list, including, but not limited to, it doesn't untap your permanents, it doesn't deal damage, it doesn't destroy anything, it doesn't return anything from graveyard to field or hand, it doesn't cause your opponent to discard. At least, not directly, as it untaps permanents, it could be indirectly responsible for you doing those things if your permanents tap to cause them. Do you have a more specific question about Dramatic Reversal?
