I was testplaying and one of the other peron's creatures had fear. What is fear.

Like SwiftDeath said, it's like intimidate for black only. The main difference is that fear is always "can be blocked only by black or artifact creatures," while intimidate specifies artifact creatures and "creatures that share a color with it." On a black creature, the two are functionally identical.
The difference mostly shows up when you have a non-black creature. You can use the spell Fear to give a red creature fear, and unlike intimidate, it can't be blocked by red creatures, only black or artifact creatures. Additionally, a spell like Cerulean Wisps can change a creature with intimidate so that a different color can block it. That trick doesn't work with fear.

Fear is a static ability. It means the source creature cannot be blocked except by artifact creatures or black creatures.
