Voidslime and Planeswalkers

Counter target spell, activated ability, or triggered ability. (Mana abilities can't be targeted.)

Based on what the card text says, can it be used to prevent Jace, the Mind Sculptor -12 ability from going off?

Planeswalkers abiliies are activated abilities, they require the addition or removal (most often) of loyalty counters. So yes their abilities can be countered by voidslime and the counters will still be taken off.

306.5d Each planeswalker has a number of loyalty abilities, which are activated abilities with loyalty symbols in their costs. Loyalty abilities follow special rules: A player may activate a loyalty ability of a permanent he or she controls any time he or she has priority and the stack is empty during a main phase of his or her turn, but only if none of that permanents loyalty abilities have been activated that turn. See rule 606, "Loyalty Abilities."

606.1. Some activated abilities are loyalty abilities, which are subject to special rules.

606.2. An activated ability with a loyalty symbol in its cost is a loyalty ability. Normally, only planeswalkers have loyalty abilities.

606.3. A player may activate a loyalty ability of a permanent he or she controls any time he or she has priority and the stack is empty during a main phase of his or her turn, but only if no player has previously activated a loyalty ability of that permanent that turn.

606.4. The cost to activate a loyalty ability of a permanent is to put on or remove from that permanent a certain number of loyalty counters, as shown by the loyalty symbol in the ability's cost.

606.5. A loyalty ability with a negative loyalty cost can't be activated unless the permanent has at least that many loyalty counters on it.

Alot of not really relevent rules but thats everything you should really need to know I think.

306.5d is sufficient.

It should be noted that if you Voidslime a planeswalker's loyalty ability, they still add/remove the appropriate amount of loyalty counters, as it is a cost.
