say i play Vexing Devil . then my opponent says sac it. can i response cast Undying Evil on it and have it come back to deal 8 total dmg?

No.If you pass priority and give the opponent the chance to choose if he will take the damage, then the ability has begun resolving. Once it starts resolving, no player gets priority to cast/activate spells/abilities until after the object finishes resolving fully. By that time the ability is off the stack, and the Devil is either on the field after dealing no damage, or in the graveyard after dealing 4. In the latter case it is no longer on the field to be targetted by undying evil

No.

No player receives priority while an object on the stack is resolving. Even though he's making a choice weather or not to take the damage, that choice is part of the resolution of the effect.

ok. then could i cast the devil then the evil BEFORE he makes a decision? that way hes more inclined to take the dmg when he comes back bigger

Yes you can cast evil on the devil before the triggered ability resolves. Note that this means he is most likely to not take the damage, as he knows you'll just get a bigger version of the devil (and choosing to not take the damage will mean no undying trigger of course).

well in that case i just get a big creature. and if i absolutely need to deal the dmg to him i can kill it with a spear. and either get a bigger creature or deal 4 to it instead of 3.
