Two Questions about decking out

I did some research on decking out and some sources say i lose when the library hits 0 and some one get priority and other say when i draw and there is no cards to draw
1st If I deck myself out with Genesis Wave when would i lose the game 2nd If i play against mill and i have a Bow of Nylea out but its taped in my opponents turn he mills my last card will i still be able to tap my bow in my upkeep to save me the game

Since you did some research, let me point you to the exact location this is being described in:

104.3c. If a player is required to draw more cards than are left in his or her library, he or she draws the remaining cards, and then loses the game the next time a player would receive priority. (This is a state-based action. See rule 704.)

State-based actions are checked each time a player would receive priority.

To address your more specific questions:

  1. With Genesis Wave, you don't lose the game at all, but if you empty your library, the next time you would draw a card (normally in your next draw step), the above mentioned state-based action will cause you to lose the game.
  2. You can't respond to state-based actions, as they don't use the stack, but activating Bow of Nylea in your upkeep is good enough to get up to four cards from your graveyard into your library before you draw one. Keep in mind that your opponents will be able to mill you after that, however.
