Two Otherworld Atlas in play

If I have two Otherworld Atlas in play, can I tap one and place a charge counter on the other using the card's first ability?

No, that doesn't work. Whenever a card refers to itself by name in its rules text, it really means "this object" or "this card."

Otherworld Atlas should be parsed as essentially

: Put a charge counter on (this card).

: Each player draws a card for each charge counter on (this card).
