Torgaar, Famine Incarnate ability damage.

The second ability of Torgaar, Famine Incarnate allows you to set the life total of someone to half their starting life total, I know that this counts as that player gaining or loosing the appropriate amount of life, but if they lost life, does it count as Torgaar dealing the damage as he is the source of the ability?If so would it apply commander damage if he were a commander?and if he somehow had infect as he entered the battlefield would he apply poison counters?

No. Damage results in loss of life (usually, there are exceptions), but loss of life is not damage. If Torgaar, Famine Incarnate has infect it will not effect his ability, as he is not dealing damage. Additionally, a player loses the game when they have been dealt 21 points of combat damage from a single commander (regardless of whether that damage resulted in loss of life). Damage dealt by a commander outside of combat (such as by Brion Stoutarm's ability will not be considered as commander damage.
