Threshold at time of resolution.

Say I cast Cleansing Meditation and I have exactly six cards at the time of me casting it. Do I get the threshold effect?

Sorry, I may be confused, perhaps the whole Lightning Bolting a 2/3 Tarmogoyf is different.

It's a different situation.

Putting a resolving spell into the graveyard is the very last step of the resolution process, i.e. after you've applied its effect. A Cleansing Meditation on the stack can't count itself as being in the graveyard for the purposes of its Threshold effect.

The Tarmogoyf/Lightning Bolt thing is something else. State based actions aren't checked while a spell or ability is still resolving. The Bolt will already be in the graveyard at the time the game checks whether or not any creatures should be destroyed for having lethal marked damage.
