Teferi vs leyline of anticipation

If I have Teferi, Mage of Zhalfir on the battlefield and my opponent has Leyline of Anticipation can he cast spells at instant speed, or does teferi prevent that

Can't overrules Can in magic. Teferi overrides leyline.

Leyline of Anticipation is pretty much useless since Teferi, Mage of Zhalfir is on the field.
Your opponents can't cast spells at instant speed. Even though all their spells now have flash, that doesn't change the fact that they can't cast them at instant speed. Instant spells that they had without Leyline of Anticipation couldn't be cast with Teferi, Mage of Zhalfir on the field. Just because all of their spells now have flash, doesn't change the fact that they can't cast them.
It's difficult to explain. Let's break it down:Teferi, Mage of Zhalfir makes it so that your opponents have to cast all their spells at sorcery speed. Even though they may have instant cards, they have to play them at sorcery speed.
Now lets look at Leyline of Anticipation . This guy pretty much just gives all of your spells Instant Speed Casting.
Now that all their spells have instant speed, they can still only cast them at sorcery speed anyway because Teferi, Mage of Zhalfir is stopping them

@Matsi883: My point is that his/her opponent can't cast spells at instant speed. Even though everything has flash from Leyline of Anticipation , Teferi, Mage of Zhalfir is still forcing all their spells to be played at sorcery speed, subsequently rendering Leyline of Anticipation 's effect useless.

PremiumCola is basically correct, though I got a little lost in his/her explanation. Let me break try again.
Timestamps don't matter in this case. Can vs. can't doesn't matter either, because Teferi, Mage of Zhalfir
doesn't really say "can't", he says "can" in fact. What matters is that your opponent's Teferi, Mage of Zhalfir
states that you can only cast spells any time you could cast a sorcery. So even though Leyline of Anticipation
makes it that you may play nonland cards as though they had flash, that pseudo-flash is useless because you wouldn't have been able to cast them even if they really had flash printed on them.

@Absinthman"Can only" is essentially read as a "Can't" effect.Teferi places a restriction on when things can be cast, and anticipation gives a permission. Restrictions, or "Can'ts" overrule permissions, or "Cans"

I believe that the timestamp matters, and since Leyline of Anticipation most likely entered the battlefield first, they can't cast spells as if they have flash. Somebody who's more certain can feel free to correct me if I'm wrong.
