Suspend ability

This is probably a noob question and i probably already know the answer,but a friend of mine still dubious about it,so i'm asking for it.
As you know,Suspend ability says exactly thos words : "At the beginning of your upkeep, remove a time counter from that card. When the last one is removed, play it without paying its mana cost. If it's a creature, it has haste."
The questions he asked me are the following : is the card cast? I think it isn't,because the ability says play (he wanted to counter it,in short). And the other one is <
Am i right or wrong? Waiting for answers! :)

The word "play" is defined as "play the card if it's a land, and cast it if it's a nonland". The suspended card is cast.
The spell is cast whenever the triggered ability from removing the last counter resolves, whenever that happens to be. Consider that if it didn't work this way, suspend couldn't work at all, because counters are removed during your upkeep.

As long as i'm there,another question... i'm asking it this time : always talking about suspend ability,are suspended cards cast by hand or from anotherwhere? I'm asking it because of creatures like Myojin of Infinite Rage and Phage the Untouchable . I supposed they aren't,am i right?

When you first suspend the card, it's put into the exile zone, so when the suspend ability finally casts it, that's the zone it's cast from. Myojins won't get a divinity counter, and Phage will stab you in the neck.
