Surgical Extraction and Archive Trap

So my brother and I were playing a good ol game of mtg the other day. I hit him with Surgical extraction and when he searched his library I played an Archive trap. All is good, right? Wrong.
He pointed out to me that it says that I have to search his library/hand/graveyard for cards with the same name so heres my questions:
A) Do I get to look at his hand,
B) Can I pay nothing for Archive Trap after I use Surgical Extration?

Archive Trap
Surgical Extraction instructs you (its controller) to search the target card's owner's hand, library, and graveyard. The card's owner doesn't search anything. Therefore, you cannot pay Archive Trap's alternate cost.
