Stack question

-My opponent has 5 mana, a mix of R/U. -I have two untapped U- It's his 1st main phase and he plays Goblin Electromancer - I let his creature onto the battlefield- He then casts Turn / Burn targeting one of my creatures, for 3 mana- In response I try to play Voyage's End targeting his Goblin Electromancer

Does his Turn / Burn still only cost the 3 mana? or by targeting his Goblin Electromancer with my Voyage's End does he then not have enough mana to cast Turn / Burn ?

Just need a little help on how that would play out, both of my answers could be totally wrong, so a little help please!

Goblin Electromancer only effects the cost as it is being cast. If he has already successfully gone through the casting process for Turn / Burn , reducing the cost via Electromancer, you can't make it retroactively cost more by removing Electromancer from the field after the fact.

Mind that the casting process and the actual resolution of the spell are two different things.

First, please remember to select an answer so as to remove this question from the active queue.

Second, remember that you can't interrupt the casting process. When you respond to something, you're saying "after you've completed the necessary actions to cast this spell, activate this activated ability, or handle this triggered ability, I am going to do X.
