Split Cards and their CMC in hand.

Let's say I cast Venarian Glimmer on my opponent where X is equal to 1 in this case. My opponent reveals their hand and the only nonland card in hand is Wax/Wane. My question is, is Wax/Wane a viable choice in this given scenario? Both halves are CMC 1, but I don't know if CMC is counted for each half separately or if CMC is the added CMC of both halves when its in hand. Thank you for your help.

It would be.

708.2. In every zone except the stack, split cards have two sets of characteristics and two converted mana costs. As long as a split card is a spell on the stack and wasnt cast using fuse (see rule 702.101, Fuse), only the characteristics of the half being cast exist. The other halfs characteristics are treated as though they didnt exist. A split card thats a spell on the stack and was cast using fuse has two sets of characteristics and one converted mana cost. Its converted mana cost is equal to the total amount of mana in its two mana costs, regardless of color.

Since at least one half has a CMC of 1, it can be chosen by a Venarian Glimmer cast for X = 1

Refer to rule 708.2 split cards in every zone EXCEPT the stack have both sets of characteristics as shown on each side. Not totaled but both separately. So not only is [wax / wane] a legal target. So is [fire/ice]. Even though one side is cmc two because one side is cmc 1 it is a legal target.

So if you are to Exile cards with CMC 3 or less, and can cast those spells without paying their mana cost until end of turn, you could Exile a Beck / Call (as Beck has the meets the required properties), and then you could cast either or both halves without paying the mana costs?

You would only get to cast one half. Fuse only works if you're casting from your hand, as it says in the reminder text on the card
