If you were to cast Snapcaster MageMTG Card: Snapcaster Mage and target Increasing DevotionMTG Card: Increasing Devotion would increasing devotion get a new instance of flashback with its original cmc for the flashback cost?

When that happens I believe you can choose either casting cost.

Just like when Snapcaster MageMTG Card: Snapcaster Mage was flashing back Forbidden AlchemyMTG Card: Forbidden Alchemy for cheaper he will do the same for Increasing DevotionMTG Card: Increasing Devotion and the getting 10 tokens instead part only cares if it was cast from the graveyard so if you had Chancellor of the SpiresMTG Card: Chancellor of the Spires resolve and you cast your opponent's Increasing DevotionMTG Card: Increasing Devotion you'd get 10 tokens since it was cast from a graveyard.

9/22/2011 If the targeted instant or sorcery card already has flashback, you may use either flashback ability to cast it from your graveyard.

Note that the flashback cost given by the mage is not based off the Converted Mana Cost of the spell, but the Mana cost. This includes mana types and color.

Flashback based off of CMC = 5Flashback cost based off Mana Cost = 3WW
