If you were to cast Snapcaster Mage and target Increasing Devotion would increasing devotion get a new instance of flashback with its original cmc for the flashback cost?
Just like when Snapcaster Mage was flashing back Forbidden Alchemy for cheaper he will do the same for Increasing Devotion and the getting 10 tokens instead part only cares if it was cast from the graveyard so if you had Chancellor of the Spires resolve and you cast your opponent's Increasing Devotion you'd get 10 tokens since it was cast from a graveyard.

9/22/2011 If the targeted instant or sorcery card already has flashback, you may use either flashback ability to cast it from your graveyard.

Note that the flashback cost given by the mage is not based off the Converted Mana Cost of the spell, but the Mana cost. This includes mana types and color.
Flashback based off of CMC = 5Flashback cost based off Mana Cost = 3WW

When that happens I believe you can choose either casting cost.
