Skaab Ruinator + cackling Counterpart

when i have Skaab Ruinator on the battlefield and i use Cackling Counterpart i must pay adional cost Skaab ??

No you do not have to pay an additional cost to make a token copy of the Skaab. Only when you cast the Skaab itself do you have to pay the additional cost.
