Seedborn Muse trigger with winter orb

Will I be able to untap all of my permanents during opponent's turn with my Seedborn Muse or will Winter Orb override her trigger?

To elaborate, both Seedborn Muse and Winter Orb have static abilities, not triggered abilities. Triggered abilities are things like "whenever...." and use the stack. Static abilities don't use the stack but are more like changes in the rules.
Winter Orb says that "players cannot untap more than one land during their untap step." This means that they can pick up to one land to untap, but can't untap the rest as a part of the untap step.
Seedborn Muse says "untap all permanents you control during each other player's untap step." This means that when someone else gets to untap, you untap everything, regardless of any effect that says "this doesn't untap during it's controller's (next) untap step" for some reason because it's not actually your untap step. It is important to note that nothing much can happen during an untap step (no one has priority, so the stack can't be emptied and no one can cast spells or activate abilities and any triggered abilities that somehow do go off will wait for the beginning of the upkeep to start resolving) and all permanents are untaped simultaneously.
I hope that answered your question and probably was way more than you wanted to know, but it's stuf like this that'll teach you to eventually start answering other people's rules questions.

Seedborn Muse doesn't have a triggered ability.
Winter Orb 's ability only affects what the active player can do during his or her own untap step. You'll still be able to untap everything on your opponents' untap steps.
