Revealing 0 cards using Scent of Cinder

Let's say I have Willbreaker out, and I play Scent of Cinder targeting one of their big dudes, and decide to reveal no cards from my hand. Will it still target the creature?
What I'm really asking is, if a card does nothing, does it still target?
Yes, in this case, you get to target the creature for just 1 red mana.
X in Magic has to be a non-negative integer and there is nothing on the card saying "X can't be 0." unlike Shining Shoal for example.
Also, you will get the card with Willbreaker before you even decide whether to reveal anything or not, since the reveal is done on resolution and Willbreaker's trigger is put on the stack on top of the original spell and resolves before it.

Yes, you still cast Scent of Cinder targeting their creature, thus triggering Willbreaker. Whether or not the spell or ability resolves or does anything on resolution doesn't change that. So you could reveal 0 red cards making X = 0 and this doesn't retroactively stop the spell from having been cast or anything. Note that you reveal during resolution as well, so your spell has gone through the whole process of targeting and such.
