Reliquary Tower + Null Profusion

If I control both a Null Profusion and a Reliquary Tower, is my maximum hand size 2, infinity, or does it depend on the order in which the entered the battlefield?

It depends on timestamps. Whichever ability came into effect most recently has the newer timestamp, and overrides the other. Interestingly enough, the answer to your exact question can be found in the Gatherer entry for Reliquary Tower.

From gatherer, still accurate.
If multiple effects modify your hand size, apply them in timestamp order. For example, if you put Null Profusion (an enchantment that says your maximum hand size is two) onto the battlefield and then put Reliquary Tower onto the battlefield, you'll have no maximum hand size. However, if those permanents enter the battlefield in the opposite order, your maximum hand size would be two.
