Of note:
A creature which has been regenerated will not die and come back, it will simply survive the damage/destroy effect and remain on the battlefield.
Regeneration cannot be activated in response to your creature being dealt lethal damage or being destroyed, it must be done before that damage is dealt or the destroy effect resolves. If you wait, the creature will die as a state-based action before you receive priority to activate its regeneration ability.

Regeneration is a replacement effect for destruction of a permanent, usually a creature.
701.11b If the effect of a static ability regenerates a permanent, it replaces destruction with an alternate effect each time that permanent would be destroyed. In this case, Regenerate [permanent] means Instead remove all damage marked on [permanent] and tap it. If its an attacking or blocking creature, remove it from combat.
Because Toxic Nim is already destroyed, there is no event to replace. Reassembling Skeleton has the effect as you describe.
