Without Rain of Gore you can definitely use that to force a return of punishing fire.

Wouldn't it still work since Rain of Gore says, "If a spell or ability would cause its controller to gain life..."? As the player gaining life off of Grove of the Burnwillows does not control the ability. So Rain of Gore would not replace the Grove's ability, and the opponent would still gain life, triggering Punishing Fire .
Correct me if I'm wrong.

You are correct. So once again, Rain of Gore just doesn't come into play at all.

No. Rain of Gore is a replacement effect. So they will never gain the life when you use Grove of the Burnwillows . Because of the replacement, and them losing life instead of them gaining life, you can't return Punishing Fire to your hand.
