Questions about Meddling Mage's ability

I have two questions about Meddling Mage 's interesting ability.

  1. Is the ability only in effect while Meddling Mage is on the field? For instance if an ability like Cloudshift flickered the Mage, would the Mage's ability reset when it re-enters the battlefield or simply add another card to the can't-play list?
  2. If Meddling Mage named a creature already on the field, then that card was flickered, could it re-enter the battlefield or would it go the graveyard, being un-playable?

Unless otherwise stated, abilities of permanent cards function only when those cards are on the battlefield. Meddling Mage 's ability ends the moment it leaves the battlefield for any reason. If you blink it, it clears the old effect and creates a new one. The old card will be playable again unless you name the same card for the new ability.

Meddling Mage only prevents the named card from being cast. It doesn't prevent that card from being copied, brought onto the battlefield by some other effect, discarded, or anything else. Only casting is stopped.
