Possessed Portal and Dredge

Would it still be possible to dredge instead of drawing when Possessed Portal is on the field. "Whenever a player would draw, that player skips that draw." Since dredge is used instead of draw, could it be placed on the stack?

Unfortunately, no. This is a replacement effect that prevents you from drawing a card. You have to able to draw a card in order to be able to dredge. From Gatherer:

6/7/2013 You can't use dredge unless you're going to draw a card and the card with dredge is already in your graveyard.

Basically there are two replacement effects attemting to replace the same event

*If you would draw a card, you don't draw a card

*If you would draw a card, you may instead mill X and return this card from your grave to your hand

The person who is trying to draw a card gets to choose which replacement effect to apply

From the page on replacement effects:

419.9a If two or more replacement or prevention effects are attempting to modify the way an event affects an object or player, the affected object's controller (or its owner if it has no controller) or the affected player chooses one to apply. Then the other effect applies if it is still appropriate.

Given that dredge is also a replacement effect (as evidenced by the use of "instead" in the reminder text), you can choose for the dredge effect to apply first. The replacement effect created by Possessed Portal can no longer apply as there is no draw to replace anymore. Basically, yes, you can dredge with Possessed Portal in play.

If two or more players have to make these choices at the same time, choices are made in APNAP order (see rule 101.4).
