Planeswalker loyalty abilities and Disallow

An opponent activates the -7 of Ajani Steadfast , and I cast Disallow , does my opponent get the emblem?

He does not. Your opponent still removes the seven loyalty counters, since that is part of the ability's cost, not its effect (just as how he still pays the mana for a spell that gets countered.) However, a planeswalker's ability is still an activated ability like any other, so Disallow will prevent the effect from occurring.
