New card with CMC 0 suspend cards

So the new card Underworld breach gives an escape cost to all nonland card in your graveyard equal to a card’s mana cost plus exiling 3 cards from your graveyard. What I am wondering is that does it give cards like Wheel of Fate an escape cost of 0 plus exiling 3 cards from your graveyard.

Mana Cost and Converted Mana Cost are two separate but related things.

A card's mana cost is represented by the symbols in the upper-right corner of the card (or upper-left on Future-shifted cards). Converted mana cost is the number equal to the total amount of mana in a card's mana cost, regardless of color.

While Wheel of Fate has a CMC of 0, it has no mana cost. Underworld Breach will not work with cards like Wheel of Fate because there is no mana cost to use for the escape cost.

• This has no mana cost, which means its mana cost can’t be paid for effects such as replicate from Djinn Illuminatus or flashback from Snapcaster Mage. (2016-09-20)
