You can activate the ability, but the land/creature will have summoning sickness and therefore be unable to attack or activate its tap/untap abilities.

You can do that. However as Mutavault would be a creature if you activated it, it would be affected by summoning sickness the turn it came into play. Which means it can't swing or be tapped for mana after that.

Note that Mutavault will have summoning sickness because you have not controlled Mutavault itself since the beginning of your most recent turn, not because it became a creature. Becoming a creature just subjects it to summoning sickness if it hasn't been under your continuous control since the beginning of your most recent turn.

Can I ask a follow-up question? If Mutavault is in the graveyard, can I activate it so it becomes a creature, effectively pumping mt Nighthowler ?

@trianofthedark: Next time, post a new thread for a new question. Almost nobody checks for new questions in resolved threads.
As for your question, no. Unless otherwise specified, a permanent card's abilities function only while the source object is a permanent. Mutavault 's ability doesn't say anything about the graveyard, so you can't activate it from the graveyard.

No, activated abilities of permanents cannot be activated from any other zone besides the the battlefield unless it is specifically stated otherwise on the card itself or another card causes it to have that ability from another zone.

You can activate as soon as it enters the battlefield, however if you choose to do so it will be a creature with summoning sickness and you will neither be able to tap it for mana nor attack with it.
