Please link all cards in your question. Use double square brackets ( [ [Grizzly Bears] ] without the spaces gives Grizzly Bears)

Wretched Confluence

Thunderbreak Regent

I am not entirely sure what you are trying to ask, but I will answer the way I think you want.

If you are casting Wretched Confluence you wont trigger Thunderbreak Regents ability at all. Thunderbreak Regent only triggers when an opponent casts a spell that targets a dragon you control, so your spells dont count.

If an opponent targeted Thunderbreak Regent with Wretched Confluences -2/-2 twice, it would only trigger Regent once, as it counts spells that target it, not the amount of times it was targeted.

"Becomes a target" means first it wasn't a target, and then it was. Even if a spell is targeting Thunderbreak Regent for more than one of its targets, Regent only "becomes a target" of that spell one time. It triggers once.
