Mogis ruling?

Does Mogis, God of Slaughter have to be on the field to have his enchantment ability apply? Or does it work in the Command Zone. My friend claims that the only card able to have an ability in the command zone is Oloro, Ageless Ascetic. Help?
Mogis is always an enchantment and creature card except in play. Abilities only work while cards are in play unless the card says otherwise. So opponents won't lose life or sac a creature unless he is in play.

Oloro and Derevi, Empyrial Tactician are the only two legendary creatures who's abilities directly interact with the command zone.
Abilties on creatures, whether they be activated, static, or otherwise, function only in the appropriate zones unless otherwise stated. Mogis, God of Slaughter's ability only functions while he is on the battlefield.
Note that his ability doesn't care if he's currently a creature or not.

Yes mogis needs to be in play to be used as an enchantment. Oloro and other legends from that commander product have command zone matters effects
