Medallions with X spells

I have a Jet Medallion and I cast Exsanguinate . I pay 2 black mana and tap 4 forests for X. Will I do 5 damage to each opponent with the Exsanguinate ?

Sort of. You can declare an X value of 5, then Jet Medallion will reduce the total cost from 5BB to 4BB. Jet Medallion will not add mana, but it will reduce the cost, effectively allowing X to be one higher than normal.

When you cast a spell with X in its mana cost, you announce the value of X. The announced value is then used to calculate total casting cost. X is based on what you announce, not what you pay.

TCC = [mana cost -OR- alternate cost] + [additional costs/cost increases] - [cost reductions]

Let's say you announce Exsanguinate and declare X=5. You then calculate the TCC:

TCC = [5BB] + [0] - [1] = 4BB

Exsanguinate will resolve. Each opponent will lose 5 life and you will gain life equal to the life lost this way.

Also, note that Exsanguinate doesn't deal damage to anything. It causes loss of life. Although loss of life is the usual result of damage, damage and loss of life are not the same thing.
