Madness??

I attack with Wild Mongrel and use its ability and discard Senseless Rage. If I pay the madness cost can I put it on the mongrel and make it a 5/5?

Yes you can.

When casting a spell via madness, it ignores the regular timing restrictions for the card being cast (i.e. Senseless Rage could normally only be cast at sorcery speed).

You'll be able to enchant your creature to make it a 5/5 before combat damage rolls around.
