I was wondering if I could use Llanowar Elves ability during my opponent's turn. Maybe pull out Fog or something lol. Thanks peeps!

yep activated abilities on creatures work mostly in the same way instant spells do.

Remember that for any abilities with the tap symbol in the cost, you have to wait until the creature loses its "summoning sickness" (you have to wait until you've had continuous control over it since the beginning of one of your turns).

unless an ability says you can only activate them under certain conditions you can activate an ability as though it was an instant

in the case of Llanowar Elves you would activate it as though it was a land, but sumoning sickness still affects it so unless it has hast you cant play it then tap it emedietly for mana

Yes. as a mana-producing creature, Llanowar elves can be used in the speed of an interrupt. (i dunno if you people are familiar with the term. sorry)

but if you have just casted it and it still has summoning sickness, you still cant use it.

Summoning Sickness does not wear off at the end of a turn; it wears off at the start of the creature's controller's turn.

Summoning Sickness (Informal)The term summoning sickness is an informal term which describes a creatures inability to attack or to use activated abilities that include the tap symbol when it has come under a players control since the beginning of that players most recent turn. See rule 212.3f
