I'm fairly sure that, yes, you can use Jarad, Golgari Lich Lord 's ability to sacrifice the other, before the game forces you to sacrifice either of them.
For the second question, yes it does trigger Grave Pact , and any other abilities that trigger on death. Sacrifice means the creature dies.

*well, I guess I stand corrected on the first point, however
700.6. The term dies means is put into a graveyard from the battlefield. It is used only when referring to creatures
Death triggers still count any sacrifices made for any reason.

Yes, although the legendary rule does not require you to sacrifice a creature it simple removes one the battlefield at your choosing.
To tell the truth I'm not too sure about Grave Pact and it's wording, the creature never has to "die" it just needs to have been moved from the battlefield to the graveyard.

Legendary rule does NOT equal dies, as stated in the beginning. The creature is simply moved to the yard. Check the updated wording on Gatherer, it specifies "when a creature you control dies".

Boza is correct on that one just checked the oracle text on Grave Pact "Whenever a creature you control dies, each other player sacrifices a creature"
So we now know that you cannot sac a Jarad, Golgari Lich Lord off a Jarad, Golgari Lich Lord due to the state based action of the Legend Rule and Grave Pact will not trigger as a result of one being moved to the graveyard.

"Dies" means to go from the battlefield to the graveyard by ANY means.
A legend being placed into the graveyard due to SBA will trigger a Dies ability

Almost all of the responses given here are wrong. GJTanner87 has the only correct response.
The legend rule is a state-based action that states that whenever you control multiple legendary permanents of the same name, all but one of them are put into their owner's graveyard. The legend rule does not result in a sacrifice; the permanents are simply placed into their owner's graveyard.
"Dies" simply means "is put into the graveyard from the battlefield." A creature dies if it is moved from the battlefield to the graveyard for any reason.
Because the legend rule is a state-based action, you cannot sacrifice one of the legendary permanents "in response" because the legend rule does not use the stack and occurs before players receive priority.
SoPringles, Seraphicate, and Boza, I'm tagging you so you can see the correct explanation.
Enditoren, I've reselected the answer to your question.

The legend rule states that no two legendary creatures of the same name can exist on your side of the battlefield. If two would be in play one must be chosen and moved to the graveyard, this happens immediately as a state based action and does not use the stack. The even though the creature is moved from the battlefield to the graveyard it is not considered to "die" and therefore won't trigger any dying effects that you may have on the board.
