If King of the Oathbreakers is targeted by a spell does that mean his ability no longer affects spirits still on the battlefield since he is treated as if he didn't exist since he is phased?

Here's some more info: As you noted in your question, a phased-out permanent is treated as if it didn't exist. It can't affect any other objects in the game and no other events in the game can affect it while it's phased out. King of the Oathbreakers won't trigger for any Spirits getting targeted while it's phased out.
