Kaalia and scourge of the throne interaction

In a recent EDH game my opponent attacked with Kaalia of the Vast and put a Scourge of the Throne into play tapped and attacking the player with the highest life total. Now does the dragon's dethrone ability trigger in this case? I would think that it wouldn't since it was never declared as an attacker. Is this interpretation correct?

That interpretation is correct. "Whenever (something) attacks" abilities trigger when the (something) is declared as an attacker at the beginning of the declare attackers step, and that's not what happened in your example.

Scourge of the Throne 's other ability won't trigger either, for the same reason.
