Is Saruman Of Many Colors your second spell?

If you cast a first spell, like Sol Ring and then cast Saruman of Many Colors, will opponents mill from Saruman's second ability?

No, not in that example. Saruman is your second spell for the turn, but the problem is that he's not on the battlefield yet at that time, he's still a spell on the stack. This means his abilities aren't in effect yet and his triggered ability doesn't exist yet to see him being cast. This also means any other spells you cast this turn after Saruman resolves and gets to the battlefield are past the second one and won't trigger him either.
