is Omniscience a triggered ability or and active ability?

i'm playing on a restricted commander format rules, and we can't activate or trigger and ability more than 7 times. Soo Omniscience is and alternative cost or the alternative cost from par of the card cast or it will be considered and activation or trigger from Omniscience every time i cast a spell for the alternative cost

To answer your question, it is neither--it is a static ability that is always applicable. Here is the rule:

604.1. Static abilities do something all the time rather than being activated or triggered. They are written as statements, and they’re simply true.

Activated abilities will always have a cost, followed by a : followed by an effect. Triggered abilities will always use words "when", "whenever", or "at", followed by specifying a condition for the trigger, followed by the effect.
