Is Athreos, God of Passage considered a creature, if it's on an oponnent's hand?

If I use Despise, and he has Athreos on his hand, can I choose to discard it?

yes, the devotion ability to see if its still a creature or not just effects it when it is a permanent on the battlefield. It is always a creature in all other zones.
