Interaction with Stranghold and Maralen of the Mornsong

If I have both Stranglehold and Maralen of the Mornsong on the battlefield, will my opponent still lose the 3 life at the beginning of their drawstep?

Yes, they'll still lose 3 life. As a spell or ability resolves you follow all the instructions in order. Any impossible instructions get skipped, but you still do anything else. Maralen of the Mornsong's ability isn't written to make any of the steps of the process dependent on each other (no "if you do", etc.), so if one of them can't happen for some reason then the others will still occur.
