In multiplayer, if I have a banishing light on the battlefield and die, does the owner of the exiled card regain controlled of his permanent?

I have come across this situation many times and always played it to where they do. But a friend of mine, who is a level 1 judge, doesn't seem to think they would.

4/26/2014: In a multiplayer game, if Banishing Lights owner leaves the game, the exiled card will return to the battlefield. Because the one-shot effect that returns the card isnt an ability that goes on the stack, it wont cease to exist along with the leaving players spells and abilities on the stack.

I suspect the reason your judge friend is wrong or getting confused is because the ruling is different for Oblivion Ring. A very similar card.
Banishing Light is a one-shot effect, so when it leaves plays the permanent returns. Clean and simple. For Oblivion Ring, it's the trigger of it leaving play that returns the permanent. When a player is eliminated in a multiplayer game you'd remove the Oblivion Ring from play, but since the eliminated player is the controller of Oblivion Ring's leave the battlefield trigger it doesn't get put on the stack. So whatever Oblivion Ring exiled stays in exile.
800.4c If an object that would be owned by a player who has left the game would be created in any zone, it isnt created. If a triggered ability that would be controlled by a player who has left the game would be put onto the stack, it isnt put on the stack.

Well your friend is correct. He's become a judge for a reason. In games like this the player that has left the game retains all of his cards and other players that have effects from the Ex-player are no longer affected by them.
