When Jugan goes from the BATTLEFIELD to the GRAVEYARD, his triggered ability triggers. However, Scion of the Ur-Dragon places them from your library into the graveyard and thus does not activate the ability, hence no counters are placed.

Everyone else has summed it up pretty neatly here. Jugan's ability only triggers when it is put into a graveyard from the battlefield. If it is dumped in via Scion, Buried Alive or other similar cards, it's ability will not trigger.
Also, as has been pointed out, Scion does not summon anything or put anything onto the battlefield. He himself becomes a copy of the dragon that you search out and dump into the graveyard.

i would say no since you're not summoning jugan. you're putting it in the graveyard from the library and making scion a copy. if scion dies, i would assume you would but don't quote me on that.
