If I play a creature after choosing the +1/+1 mode on Atarka's Command, does it still get the buff? For example, hitting it on cascade from Bloodbraid Elf. Since the elf isn't on the field, it wouldn't get the buff correct?

You're right, it wouldn't get +1/+1.
If a resolving spell or ability changes the characteristics of things (color, abilities, P/T, etc.), the set of objects it will apply to is locked in at the time it resolves. Other objects that enter the battlefield after that point won't be affected.
