If I have something like Void Winnower on the field, would that block the effects of something like Narset, Enlightened Master.

My friend and I were wondering if because you get to play cards for free if they would have an even converted mana cost therefore they couldnt be played.

Whether or not the player would be allowed to cast the cards revealed by Narset in this example depends on what their converted mana costs actually are. The odd ones can be cast and the even ones can't. Narset's ability doesn't change the CMCs to 0.

A card's converted mana cost is always equal to the sum of the symbols in its printed cost. Even if some other effect is letting you pay something different to actually cast the spell, the CMC doesn't change. In fact, the only way to change the CMC of a card is to make it become a copy of another card with a different CMC.
