If I craft a tapped permanent, will it re-enter the battlefield untapped and will it have summoning sickness?

I was looking at Throne of the Grim Captain  ^Flip for a fun standard deck on Arena in the upcoming season (Yes, I know the card is bad) and was wondering if I could tap it to mill myself for 3 and then transform it and get the creature half untapped and ready to attack on the same turn? I saw that the rules for transforming under normal circumstances wouldn't untap the card but in the rules text for Crafting it says "exile this permanent ... return this card transformed under it's owner's control" which to me indicates that it is a new permanent entering the battlefield and it would be untapped with summoning sickness. Is this correct?

That is correct, as it’s entered from exile, it will both be untapped and gave summoning sickness.
