Ichormoon Gauntlet Targets

Ichormoon Gauntlet says, "Whenever you cast a noncreature spell, choose a counter on target permanent. Put an additional counter of that kind on that permanent."

If I cast Wrenn and Six, can I target Wrenn and Six as the permanent to get an additional counter from Ichormoon Gauntlet?

No, you won't be able to target Wrenn and Six in that example. Ichormoon Gauntlet triggers when you cast a noncreature spell, meaning that spell is still on the stack and not yet on the battlefield when it's time to choose a target for the trigger.

I initially thought the same thing, but I wanted to be sure I was playing IG the best way possible and I thought I found a ruling that said I could target a permanent that itself triggered an on-casting ability. I can't find if now, thus my reason for asking here. Can you cite a ruling?

nvm. (thank you!!) I found it I think: 601.2 To cast a spell is to take it from where it is (usually the hand), put it on the stack, and pay its costs, so that it will eventually resolve and have its effect.

And further down in that section of the rules, you get to this:

601.2i Once the steps described in 601.2a–h are completed, effects that modify the characteristics of the spell as it’s cast are applied, then the spell becomes cast. Any abilities that trigger when a spell is cast or put onto the stack trigger at this time. If the spell’s controller had priority before casting it, they get priority.

How to handle triggered abilities is described in section 603. The most important detail for this example is that if a triggered ability has targets then you choose them at the time you put the triggered ability onto the stack. In this case, Wrenn and Six is still a spell on the stack at that time, not a permanent on the battlefield.
