How many times may i target a single card?

How many times can i target a card like Undergrowth Champion with Dragon Lord Atarka as it states it etb's and deals 5 points of damage to targets as i choose i wish to target this creature X times for 1 point of damage is this possible?

The actual reason you can't target Undergrowth Champion multiple times with Dragonlord Atarka's ability is a little different but the result is the same that it will just remove one counter. There are some spells such as Common Bond that will allow for the same target to be chosen multiple times, but as it is written Dragonlord Atarka's ability only allows each thing to be targeted once.
114.3. The same target cant be chosen multiple times for any one instance of the word target on a spell or ability

Undergrowth Champion, Dragonlord Atarka.
You can choose up to 5 separate targets. If you choose to deal all the 5 damage to one Undergrowth Champion, it is the only target for the ability, and all damage will be dealt simultaneously and only one +1/+1 counter will be removed. Here is a ruling from Gatherer for a reference:
8/25/2015 If Undergrowth Champion is dealt damage from multiple sources at the same time (for example, if its blocked by multiple creatures), its prevention effect will apply once to all that damage. Youll remove only one +1/+1 counter.
Now, this specifies that if it's dealt damage from multiple sources at the same time, remove only one +1/+1 counter. However, the principle is the same.
