How does Outside the game work?

On cards like Glittering Wish and Spawnsire of Ulamog, what does from outside the game mean? Does it mean it can be from your library? does it mean like it can be some random card you have lying around since it says from outside the game? Please help me understand what it means!

In casual play it is any card that is not in your deck. In tournament play it is a card from your Sideboard. It cannot exceed the 4 card maximum.

Note that the 4-card maximum only applies for building a deck, so it only matters in the case of a sanctioned tournament game (since your deck and sideboard together have to satisfy the 4-of limit). In a casual game if you want to use Spawnsire of Ulamog to cast 20 Ulamog's Crushers then feel free to do so.

6/15/2010 In a casual game, the cards you cast from outside the game come from your personal collection. In a sanctioned event, those cards must come from your sideboard. Note that you can't cast cards from exile this way; exile is a zone in the game.
