How does Marchesa work with Underworld Cerberus?

So I'm playing with a Marchesa, the Black Rose commander deck and I have Marchesa, an unleashed Rakdos Cackler (or any creature w/ a +1/+1 counter on it), an Underworld Cerberus, and a Vampiric Rites (or any sacrifice outlet) on the battlefield. I sacrifice the Cackler using Vampiric Rites to gain a life and draw a card. Marchesa's ability triggers. Will the Cackler come back due to Marchesa's ability or will the ability be countered b/c Underworld Cerberus says that spells and abilities can't target cards in graveyards? Basically, is Marchesa's ability a target ability?

Simply put it is NOT a targeted ability because it does not have the word target in its wording. It merely says "...return that card..." Which doesn't target.

So you may have it return to the battlefield at the next end step.
